No Budget
Every event has expenses. While not all of the expenses will be paid by the organization hosting the event, someone or some entity will be paying for the basics; gas, food, utilities, pens, paper, etc. There is a prioritization process all event planners go through. What is often overlooked and/or undervalued is the role of a competent and experienced volunteer manager.
To be effective and especially to minimize the "drama factor", a volunteer manager must master a number of skills that don't often reside within the same person. They must be extremely well organized and have excellent communication skills. They must also "like" people - not because that is how they validate their own ego's, but because uplifting and inspiring others is how they operate. They must also be able to work within an organization's existing social culture and organizational landscape.
